The reason they usually don't is because outside of countries that use cows like Horses the horns are not useful & thus are deliberately prevented from growning. Some farmers let the bulls have them to make them easily viewable from a distance but you also find farmers forcing them not to grow on bulls to make them less dangerous. But then again if we take it by pop culture it also makes sense. Also it may be a thing for certain breeds of cows I only know this for certain for the beef cows in the UK as the farmers near me raise them So dairy cows may differ.
